If charter schools are "public schools" why will they be exempt from the parent trigger?

Last year charter schools were 5 times more likely to fail than their public school counterparts. Of the 36 F schools last year, 15 were charter schools. When the parent trigger passes, will parents at troubled charter schools be able to petition to turn their schools public?

And if not, why not, after all they claim to be public schools.
